After about 3 mins of play, the game freezes, and when I click it gives the error "PA.exe has stopped working". I have tried most of the "fixes' I have been told, but none of them work. I do have the latest AMD driver installed.
Your problem related to limited memory: Code: Memory: 4096MB RAM Available OS Memory: 3040MB RAM There is two things you can try: First of all try to find out why is 1GB of 4GB of all your RAM gone. Most likely it's reserved by some "bad" driver so and you can unlock it using some instructions that available on internet. You can check it using "Resource Manager". You may also try to Windows settings and set initial page file / virtual memory size to 12GB with maximal a bit higher: http://windows.microsoft.com/en-us/windows/change-virtual-memory-size#1TC=windows-7 This should prevent some crashes.

Just tested the game after the second suggestion, The game is a lot more laggy and gives me the same crash even sooner now?
Under resource manager, I looked at that, and under "Commit" PA had 790,412 KB. I also saw that there was 0 MB left of free RAM.
