Orbital Balance Idea: Aerobraking and Anti-Air

    So, it seems that some people are complaining about the current ability to pinpoint one's arrival location on a planet, and thus pull off SXX snipes easily. The solutions that have been proposed didn't sit well with me, so I propose another idea:

    Have Orbital units, when arriving at a new planet, dip briefly into the air layer. They would traverse about 1/5 of the planet's circumference before coming to a stop at the desired location in the orbital layer. While aerobraking, anti-air units could shoot at the arriving spacecraft. This would encourage players to scout more and force them to plan their arrival location based on enemy anti-air defenses.

    I would rather have the units spend some more time in orbital space after arrving. This could be done via a simple "can't do anything cooldown" or something more complicated like giving orbit a height layer and units arrive/leave at the outermost border of the orbital space (so there is a delay before they can fire/land).
