First time i'd seen this, and I havn't seen it mentioned in the forums before. The glitch isn't game breaking nor replicable (as far as i'm aware). got back to lobby at the end of a game, and it showed every slot as 'open'. Instead of showing say, 0/6 votes needed to vote the map, it just said ' / votes'. I voted out of curiosity and it didn't change. The game countdown continued as normal, and once the game started everything was fine. Just thought i'd mention it and such. Happy gaming!
