When I give a patrol command to a naval unit (or a group of them), they just stop moving. The line between the units' average position and the patrol center briefly appears. I tried with and without mods.
It also didn't work many builds ago before all the naval balance and fixes, so it might not have been fixed yet Hope they will though!!
