In Family Guy, Brian can understand Stewie because they're both things that usually don't talk. Being a talking dog taught Brian to have an open-mind and listen for words everywhere, regardless of the source. Disclaimer: I may have been baked when I came up with this
But everyone can understand Brian, and it's not like he doesn't talk much to people, seeing as he does, and even made a book that people could read. And people can understand Stewie they just don't care to listen to the actual words, because they just think he's a baby, but when he's cross dressing as shown in some episodes people understand him completely fine + there was that episode where at the end a class of students from the future were watching them and one of the students asked why no one is noticing the talking baby. Clearly meaning he could understand him.
Read my post again, slowly this time. Focus on the meaning of every word and particularly on two words that aren't there. I will admit I should've used a different verb than understand.
the episode where Brian and Stewie were locked in a bank vault was one of the best, maybe cuz it was so different.
Maybe because both of them are smart people surrounded by idiots? Or more likely they are avatars of exaggerated intelligence, sophistication and charm of Macfarlane which are basically ridiculous self-inserts of his ego? Nah, I kid. Family Guy is okay. But seriously, cutaway pop culture jokes are a cheap and lazy humor writing tactic.
That, and everything I've seen of MacFarlane makes him seem like a total ***. Family Guy -has- it's moments but it mostly just feels very lazy.

My standards for 'good' tend to be ridiculously high. What normal people would call great, I'd call decent. The only way to ever be great is to hold yourself to that standard.
"Only", "Ever". I very much doubt that. I always figured the show did a bit of time lapse, earlier in the show, Stewie was a new born, and obviously couldn't really be understood, but he's definitely at the age of a toddler now, if time did work, and toddlers do have the ability to talk. While he may think he's formulating advanced sentences, the people may only hear baby talk. As for Brian, nobody's mind was blown when Scooby Doo could talk, although with a impediment. Honestly, I'd be more shocked if my dog had the motor skills of a human and could walk on two legs permanently than if he could talk.
