More uses for navy? Terraforming?

While we can get some AD-hoc terraforming done via smashing planets into other planets, are there any plans for other forms of terraforming or terrain deformation?

It would be sweet to take a small naval shop on a lake, melt the polar icecaps and rule supreme over your new ocean world.
Or alternatively freeze over an ocean world for your land units. etc

The sheer amount of code and computing power that would take, the bugs that it would bring. No thanks.
