Orbital is cool, and it's underutilized and underdeveloped. I mean, orbital combat is probably the least deep method of combat- it has three combat units, and the Anchor is clearly the victor with nothing that can counter it without tremendous losses. Of course, Anchors are also slow to build and stationary. The SSX, on the other hand, is so specialized it's only really good for sniping commanders and other key targets and hardly qualifies as a front line unit at all. Trying to work against ground based Umbrellas is a toss-up at best. And on the flip side, the ground layer doesn't have any mobile anti-orbital to speak of.

So with that said, there ought to be more stuff in orbit. Some ideas I had off the top of my head:

Orbital Nukes/Anti-Nukes: Preferably ones that can nuke each other. Give you more to fight over.

Orbital Siege Unit: Something that outranges Anchors, so it can blow them up, but loses to Avengers, at least in value, so we can have a proper weapon/unit triangle going at the very least. Might also be used for bombarding things from orbit.

Ground Anti-Orbital: Probably keep it in T2, ground or water or air, but if someone builds Anchors over all the chokepoints, you can't do much about it right now. It's not like you're going to be able to build Umbrellas beneath them, and throwing millions of Avengers around is just sad. Aside from the orbital siege unit, there should be at least some mobile anti-orbital stuff that operates planetside.Right now, the orbital layer is too easy to hold, in my opinion. And too hard to take back from an opponent. And also a bit too mindless in its combat.
