There's no reason that they'd develop a second client just to test. It has the achievements because it has a client in it so that they don't have to swap back and forth, but it's not juts for testing.
Developers needs to have THEIR own version of Mod tools otherwise there would be no more updates with maps etc.... Vlame
There are (at least) 2 different versions of the game. There's the version we see, which gets a big update every once in a while, and their development version which gets a lot more incremental updates along the way. It's so that they can play the game with their latest changes before pushing them out to the main version. They probably have it set up the same way in Steam to make sure their main-game updates will work properly.
This^ There was a topic either made here or on SPUF with the same kind of opening (guy seeing Eka playing the development version), and if I remember correctly, Eka himself confirmed something along the lines of the above. If. Mod tools should be coming after the game engine update, which is said to be months away still.

The development tools are their stomping grounds for constructing things and making changes to the game, not exactly modding tools, but close enough for government work. When they actually playtest it shows up as Monday Night Combat just like everyone else, it's just a more-updated version of it.
It's not modding tools. It's our actual internal build that we are working and testing with. That too needs to be logged into Steam to work.
Modding Tools, They Do Exist. Given, it is much harder when you must manually extract textures and such. It hasn't stopped people before. Skins, Game Modes, and Maps to a lesser extent, can be worked on already. At least, that is what I am doing to prepare for the mod tools when they eventually come out. TBH, we don't know if the mod tools will be way later, or even if they will be out before a sequel at this rate. Good news, if they do a sequel they will probably plan ahead for patching, adding content, making mod tools, implementing player mods, and getting steam chat and the such to work. The only reason any of that stuff is so sketchy, is that the game wasn't made with prior though about this game being on PC or updates or mod tools. No offence to the Uber devs, but they did in fact mess up on a lot of afterthoughts. Specific instance of this: The Xbox Clan Tags, the devs never considered a feature to remove clan tags completely once you set one, like on MW2 or something.
