Making stuff able to knocked form orbit

Does anyone know what governs the delta-v system? When does an asteriod/moon actually become usable as a weapon?

So far for me it has only worked on moons (moon biome, orbiting a planet, not a sun) and they have to be radius less then 400 and mass less then 1000. And it either get 3 engines required or 25.
