Have laser turrets always been able to shoot down planes?

Yes, for example in Total Annihilation you have your Rocket Turret which is nice against air, but you also had a laser turret that was better suited against ground... but it also could shoot down air... the turret itself is slower at aiming but it is able to hit you... the same goes with artillery... your air is not safe! :)

I guess in the last build I didn't notice them shooting at air. But they def. do now.

Would be nicer if they got actual laser beams instead of Star Wars blaster shots :p.
And they should only target Air if there is no ground forces present.

TA did have it's laser shots as kind of stretched out bolts, almost like they fired only for a instant.

They are functionally different thought, also they are generally referred to as 'Beams' as opposed to lasers,at least in SupCom to note the distinction.
