Laggy Laggy Laggy Lag

I didn't really know where to post this, but I'm lagging like crazy in this game, even with the lowest option settings. I've bypassed my splitter/modem but still no luck, I choose the lowest ping servers and no luck. My rig is fairly knew, a Dell xps laptop with windows 7, dual intel i5s running at 2.5 Gigahetz, and 4 gigs of ram. I can play other games just fine without any lag on their highest grafics settings, namely A.V.A. which is a pretty demanding game for a computer considering its a free to play fps. My network is Charter cable and when bypassing my splitter my download speed is right around 30 mbps and upload at 2.15 mbps. Any help would be much appreciated or is this game just notoriously laggy. By the way I don't lag on the xbox version

What sort of ping #s are you getting when in game?
