Which was a stupid decision anyway. Game developers aren't going to target a platform only a handful of people would be able to run. It would mean developers stick around with what works on current machines and DX11.1 remains underused which halts the feedback process. Look at what happened when they made DX10 exclusive to Vista, not a single game was bothered besides a handful until Windows 7 became mainstream.
Which reminds me of Halo 2 PC version being Vista only Oddly enough, it seems the PC version sold 8 million copies, tho I'd bet 7mil of them were people who didn't realize it was Vista only. Supposedly it ran just fine on XP with some saying it ran better on XP
