I read in a earlier thread here, that Uber uses 'papatran' to export units into .fbx and PNG files.

How is this done? It seems like a file to be used in the command prompt, but no idea how its done.

pretty sure you mixed that up. No official tools exist to convert papa into anything.
Uber has no need for them, they convert only into papa.
    That is what papatran does.

Papatran converts things to .papa, not the other way around.

Well then other then using blender, is there another way to export .papa files into usable files for 3ds max?

    Nope.

And by "export" you probably mean "convert" right?

Pretty much yes. OBJ, FBX, Doesnt matter to me, as long as I can work on it in 3DS Max.

Importing a PAPA file into Blender then exporting it as an FBX or OBJ is the only way.
