He is probably still busy. Then again, it will probably get done and sooner now, but you might want to learn anyway. I wish I knew, i'd do a fuzzy poor man's stream/record of it. If someone else showed me, i'd totally do a guide. I know squishy, maybe he'd show me.

You really just need to export an fbx and run it through papatran.exe (there's a bunch of them in PA's directory). How you do that is up to you. The rest, like making sure it's properly skinned and boned, or that it doesn't look like an exploded frog in the end, is just details.
I should point out that it doesn't work. Blender's fbx doesn't add bones and for 3DS Max there's still an issue with bones messing up. If you want to get models into the game, your best bet is this https://forums.uberent.com/threads/rel-blender-importer-exporter-for-papa-files-v0-5.47964/ To first thing you want to do is import a similar unit form PA and have a look down the right hand side (bones and mesh). Make sure your model is looks exactly the same. It might be easier to import the light laser tank and use that armature set up. Make sure your vertex groups are set up. Go to object mode and select everything. Go to object -> apply -> location & scale. If you have done all of that correctly, it should export without issue.
