In my opinion: Intel > AMD. I dunno about the Intel in particular that you listed but if I were looking for a gaming PC processor, I would go with Intel just because every time I read about anyone having any CPU issues, it's AMD related. Some reasonably recent i5 or i7. Liquid cooling: do it. I use the Corsair H100i but the H60 is probably good enough. This will dramatically improve your ability to overclock and I think it's one of the single best improvements anyone can get for their PC, now that modern motherboards make it super-easy to overclock. It's a huge immediate difference in temperature versus air cooled and will let you bump your speeds a lot higher. HDD: consider getting a small SSD to put your games on. 128 gigs is enough if you don't mind micromanaging your installations (clearing out the old to make room for the new). More space mostly means less hassle. I mean, if money was no object I'd get a big enough SSD for Windows + games. It really is a nice improvement to boot and startup times. Not critical to gaming but man, it's nice. I would also strongly suggest getting off of Windows XP. Actually anyone reading this who has Windows XP on any machine anywhere should strongly consider replacing their OS. Microsoft stopped supporting XP and there are known hacks for it which will never get fixed. At this point, you could be hacked remotely by any script kiddie who felt like it.
Let' say fair I don't see how liquid cooling could be needed if you don't plan to buy high-end CPU anyway. Though don't see any problem in AMD CPU because in last might be 5 years I never heard about any problems with any CPUs. Except you really need powerful CPU (e.g for programming/compilation) there really no reason to go for Intel. PA don't work on it so it's obviously.
