If you launch a Planetary Annihilation with a moon, and it falls into a planet, but the enemy comm isn't on that planet, does it still end the game?
No. The game ends when the commanders blow up. The goal of the game is to blow up commanders. Blowing up planets is a fun way of doing that, but not the goal itself.
