"Has not passed Windows product testing"

I just downloaded the game (off steam, of course) and was in the process of running the first-time install. The first 3 programs ran without problems, but for some reason Windows has some sort of problem with the DX setup and refuses to let it install, instead giving me a "this product has not passed Windows logo testing and therefore will not be installed" box. Whereas with most programs I have an option to install anyway, the warning appears and simply gives me an 'OK' choice, after which the installation simply closes out and the game does not run.

I have updated my graphics drivers and attempted to run the game without the DirectX programs in the 'support' folder to no avail.

Running Windows XP SP3, graphics card is an old junky Nvidia GeForce 8400GS.
