Halley Icons for Spectators and Players

I coulda sworn there was a thread on this in the past... but I couldn't find any.

Under the in-game system browser drop down thing, players can find the Halley Count

For Spectators, those Halley icons should fill up with the color of Halleys that are being built. And have some sort of indicator if Halleys are canceling each other out, like diagonal lines of the colors of the Halleys or something. Maybe an "X"

For Players, the Halley icons should fill up with the color of Halleys that are being built. However, they should only do that if they are scouted.
