    Paint.NET is excellent if you are looking for a powerful, free tool that is easy to learn. It also has a huge fanbase who constantly develop plugins for it.

    I know its not FREE but more affordable. Photoshop Elements is a good lower price, and if your not looking to do a lot of work and just need something pretty fast, Photoshop offers a 30day full trial for the current CS5. You get the whole program. Its nice at least to cover you for 30 days til you find an alternate option. Ive done this with school when i didnt have certain programs and needed to get things done.

    Hah, I was going to suggest Aviary, but turns out that's exactly what your link is. I can't say I've really extensively used it, but from messing around, it looks like it has all of the tools you need.
