Your ally and you are separated. It is team armies, with no share. You build an extra fabber and give it to him (along with some metal and energy, since hes stalling) and allow him to build a factory and acquire a foothold on one another's planets. That way, you won't have to go through orbital to provide a friend with reinforcements.
