Put simply, I'll randomly (about 1 in 20 chance) load into a map only to discover a few minutes in that ALL of the jump pads on any given map are disabled with no hologram in place to interact with. This doesn't seem to be server side as other people, if they can see the hologram, can purchase the jump pad as normal, allowing me to use it. This is especially game breaking if, for example, I'm on Grenade III and I find myself at the annihiliator, but none of the jump pads are purchased, in which case I have to suicide to get out (unless I'm assassin, in which case I might try smoke bombing up to the sniper terrace in front of the spawn ring).
Is the problem you're seeing that the jump pads are getting disabled mid-game, or just when you join a game they're not there for you at all and it's just took you a while to notice? Is it happening when you're joining a map mid-game, or from the match intro, or both? Do you know if any of the disabled jump pads have been purchased by other team mates prior to you joining, or if it's only unpurchased pads?
Bwuh? *eyes boggle* It's quite rare so it's hard to tell properly, but it definitely happened when I went Lobby -> Map intro -> Spawning -> Running straight up to the nearest jump pad then collapsing to the floor in despair and weeping. It would have been impossible for anyone to buy a pad before me this way, and they're all disabled until someone else who can use them purchases them, at which point it works as normal. Except perhaps one jump pad I found in the second lane I looked in on Grenade III leading to the annihilator. However, buying this didn't change any of the others and I was trapped at the center again. Not sure about joining a game mid-game or mid-intro. And as a side note, joining mid-intro is a bit annoying because other players get a handful of seconds to run out and start contesting the map before I'm allowed to spawn, with no way to skip the intro if it didn't start at the same time. Also a bit frustrating is being unable to determine what the other team is using until you close the class choice screen or spawn, at which point you can't change class without spawning and suiciding.
