Galactic war's map scaling has drawback throughout the war scale, while I'd like to say a lot about galactic war, I'll try to keep each topic brief

Map Size Should Increase throughout Galactic War

The more time spent in galactic war, the more Enemy Commanders and more sub-commanders you obtain, the map starts getting crowded, early on, its a bit empty too. The current size is suitable for approximately 6-8 battles in.

6-8? That dependant on war size?

No, larger war sizes make the game easier at the moment, the more systems you visit, the more chance there is of receiving a useful powerup, as such, the war size doesn't affect the rate you increase in power.

Hang on, If war size doesn't affect the rate you increase in power, doesn't that mean you get super strong in Uber wars?

    Yes, yes you do.

How should power gain in Uber be limited?

rather than limiting the rate you gain power, the enemies you fight at the end of uber campaign should be much stronger / plentiful than those you fight in smaller maps, it truly makes uber wars, Uber.

If war size doesn't affect power gains, then you would have more power at the start of Uber because of neutral planets, right?

Yes, you do, there are multiple ways around this
    - fix the amount of neutral planets encountered, so it doesn't depend on war size
    - start enemies at a higher difficulty, dependant on war size
    - start uber maps with less spare data banks

Any extra cool stuff happen if this is changed?

Yes, Halleys will be more useful in galactic war, nukes too, aka, the superweapon tech will have a lot more meaning.

    Any Last notes

With data banks, i think it would be good if the starting amount varied depending on war size, with only 1-2 for small and 4-5 for Uber, this of course assumes that the solution chosen for neutral planets was not the third option. With this system in place, it would be cool if uber maps were more... uber. That is, even larger, more enemies (not just three), would be cool to take part in a 6 planet system in a 9v9 battle

Anyway, i presented it like this because it was the quickest way for me to get the point across, i tried writing this in the past in another way but urgh, too many words.
