For just playing on these servers, it is good enough to just install the PA Stats plugin using PAMM in your client and these custom servers will pop up.

For setting up your own, see the thread for the details. This is far from point-and-click and definitely not supported by Uber or any other person, hence why it is in the Work-In-Progress (WIP)...
