FPS Issues on Planetary Annihilation: titans

I am having fps issues on Planetary Annihilation: titans. I am usually getting 20-25fps and when i played the original Planetary Annihilation i get at least 35-40fps. Sometimes, i slow down or crash when i am joining someone else game. Any suggestions or settings that you guys use would be great.

Solutions i have tried already:
I set the game to the lowest settings possible.
I also Turned off Vsync and enabled
Disabled steam in-game overlay
Set the games priority to high

Specs:
My laptop is a lenovo z50
The gpu i am using is Nvidia Gforce 820m.
my cpu is Intel(R) Core(TM) i7-4510U CPU @ 2.00GHz (4 CPUs), ~2.6GHz.
Ram is 8gb DDR3
