When I task builders with metal structure area builds on another part of the planet currently in fog of war, if the metal deposit I selected is already built upon by the enemy (without your knowledge), the builders simply do not follow your command because they happen to know its occupied. This rarely happened to me although it happened twice already until I came to that realization.
