Doesn't make sense, please help!

Okay so, I've played MNC on the xbox for a long time on the xbox and it's been fun but from the latest steam sale, I got it on PC and bought it for a few friends too.

The game is great and all (besides the fact that it's kinda dead lol) but we want to set up our own servers. No matter who does it, it always says "sever not responding". I've seen that this is a massive bug that many people have gotten from a google search, but there is absolutely no solution. My ports are open, I can host on every other steam game... Why not this one? Doesn't make any sense, please help! .
