Dead players shouldn't be able to chat with living players

This is simply to ensure fair play. Even when players don't intend to they can spoil the game for others, like a recent game I had where some guy got very excited that another player was about to drop a moon on me and totally gave the game away.

Dead players should only be able to talk with other dead players and (when the feature arrives) observers.

+1 but presumably this will be part of the improved lobby options.
