In the Photo u see that the Commander has spawned in an Area where u cant get in and out of, so he was stuck and just build 4 energy generators. It was on the Metal (Deathstar) Planet near Equator.
It's because you clicked that area as spawn You will spawn exactly where you clicked, so if you press next to an unreachable area in the green spawn circle, you will spawn next to that unreachable area.
