You can find all the purchasable commanders through the armoury tab on the main menu (atleast i think thats what its still called).

Some commanders are exclusive to $1000 tier kickstarter backers though alongside some tournament won commanders (for example the beast). All coms recieved through the kickstarter can no longer be purchased.

Through the in-game armoury.
