commander icon should be rendered on top

    The commander icon can be hidden under power storrage icons (at least in water), the only way to find him is going to the lowest zoom where icons still display.

    Currently icons are sorted only by the order the unit was spawned. Since the commander is the first thing spawned the icon is always on the bottom!

    It's a known issue that we obviously need to address, we have a few passes on strategic icons coming that will fix things like this.

    No, because then factories will be on top of units, which is not what you want.
