This all depends on how the devs feel it should function. They have however said that they view the annihilazer (-sor?-ser?) as a game-ender that as soon as someone owns it it's game over. (unless this is an FFA then someone might magically send rainbows to destroy the catalysts) Then again when you think about,the time it takes in building the annihilazer (-sor?-ser?) is the weakness of it itself because it takes forever and is seen through the fog-of-war without using radars/scouting. So anyone who takes a peek at the metal planet will already be aware of what you will be planning and can counter-attack.
