I've noticed that you can't shoot hallies or annihilasers, as the button doesn't come up when you click on the planet icon. You can however, if you click on the notification that comes up when you finish your last halley/catalyst.
Click the arrow next to the list of planets to drop down the planet list, then click "annihilate" or whatever it is and then select any of the planets with the red circle next to them or the blue rings around them in the main view. Then choose a location and TADA
