Can the "pan camera" button be rebound?

I checked the UI key bindings and couldn't find a binding for panning the camera, which is currently done with the middle mouse button. I wanted to bind it to the side button.

Can that button be rebound any other way?

Uber team: Is adding that binding to the stock UI on the list of tasks, or even planned for a PTE release?

A mod would be able to add an extra key rather easily. Making it that middle mouse has no effects may be a little harder.
