Last night while playing sniper at the beginning of the game I immediately upgraded traps and flak (very fast on the controller) and started the game -- in doing so, I apparently bugged it out so that I could not lay down a trap. The cooldown wasnt on, the button would depress, but nothing happened. L3g1t finally killed me and made it so I could lay down traps again, but for the first 3 or 4 minutes it bugged. I was not able to make it happen again.
