Away players don't get kicked if they don't choose a pro

Just finished a game where a player was away from his controller for the entire game without doing anything. Usually away players get kicked from the game but this one didn't. He got zero kills, zero deaths, zero assists and remained the entire time in the game because he didn't choose a single character. A player that chooses a character and stops playing gets kicked, but not one who doesn't choose a character. Seems like something that should be fixed.
