Assassin dash not recharging on respawn

Maybe I'm misunderstanding a game mechanic. But I feel that this is unique to the last week. Sometimes when I respawn, my dash stays at zero charge until I die again. I never run so it's not like I'm draining it, I've tried toggling to no avail. I feel like a sitting duck without it.

Ah okay. I didn't see it on the first page anywhere so I made the post. Only started happening to me recently but man is it annoying. No dash makes assassin plain awful.
