are titans already in the game?

OK so the new "titans have come out" and i thot it was a like DLC you not already in the game so then i saw that there was a 1 gb update the the real game and i added nothing but if you go in to galactic war you can get a tech point that says "titan tech" and it says it " allows advanced fabricators to build all titan class units" now back to that 1gb update that came out the car of the new "DLC" i think that all of the new stuff is already in the game you just can not use them unless you get the new "DLC" and if that is the case that is just bull **** im sorry but if the developers want to make money they should give what the game original was suppost. to be here is a screen shot

the titan tech card isn't supposed to be in classic galactic war. Basically somebody at Uber mixed stuff up when making it and now it is "available" in the base games. The card doesn't do more than you can see in the picture you posted.
It's a result from them continuing to patch the base game.
