After the latest series of patches or whatever has been done. The game is no longer functioning in single player skirmish matches. No matter the number of AI (hard) that have been placed in the game. The AI's will not build anything. They will just sit in their idle commander states. One or two of them will move around, but they will NOT build ANYTHING. Its a game breaking experience for your casual skirmish players.
