AI is doing nothing

i recently start a new galactic war game on the normal difficulty, i started my first battle and found out that the AI barely built some power-plants and mexs and does nothing, other fighting any unit that come into it's range.

Did you change the economy multiplier?

GW Ai on normal does that... except for boss fights. play on a harder difficulty.
