AI getting stuck for specific scenario where he goes vehicle first

    Scenario:
    1v1 game vs the AI in normal mode and a player

    Assumption:
    AI goes vehicle first
    (This is the only variant where I have reproduced this.)
    1. AI goes vehicle factory first
    2. Player goes Air first
    3. Player bombs the AI's fabbers with T1 bombers before they have time to build anything.
    Result:
    The AI completely stops expanding and only keeps on building more tanks.

    Requirements:
    It is critical in stage #3 that this happens while the AI only has a vehicle factory and the AI commander still has power and mex queued up. It is required for the player to build only one mex and one power and then an air factory to do this before the AI's fabbers start building anything. Being too late won't trigger this issue.

    I have managed to reproduce this a few times and the only way (possibly others, have not investigated too deeply) to make the AI snap out of it is to attack the enemy commander with ground units. Then he starts moving and building again.
