If an AI enemy command starts out in water he seldom moves much to land so becomes hindered in expanding and presenting a challenge. In 2 of the MP AI games I've played the enemy(s) have started in water and simply failed to build much, presenting no challenge. Uber please fix this. I only play SP and much prefer an AI that's a challenge, but starting out in water they are wimps. When they start on land they expand rapidly build almost everything, including massive armies. However they don't appear to do much with water then, so if they are on a high water planet and start on land they can become isolated. They need to build in both environments regardless of where they start (this is on normal settings).
At least the AI now knows that ships even exist. A few patches ago, you could just sail a ship in and it wouldn't know what to do.
Last time I had an AI starting on water it only build some mexes and powergens to support one naval factory and it set its commander to assist the factory and spam boats. But this was a long time ago so probably outdated I also loved that when I rushed an AI, it started fleeing from it's base that was close to mine. But since it was a forest planet it took ages before that commander had reclaimed enough trees to rebuild a base. Superb easy win ^^
