My guess would be that hellatze wants to start a new Galactic War while keeping the tech accumulated after finishing the current war. But yeah, just a guess.
so basicaly you want to conquer multiple galaxies with out having to start over techwise? sure why not ... but i assume that might make things a bit too easy later on ...
