    Does the message "nuclear missile launch detected" only appear when you have a deep-space radar, or does it appear no matter what?

    I think it appears no matter what if it's on the same planet but I'm not sure if it does without deep space radar on another planet.

    It appears when you see it. So if its on the same planet, your unit vision picking it up will trigger the message, and its the same with deep space radar picking it up.
