To the best of my knowledge, these are the only two problems I have had with teleporters: 1) If one teleporter is damaged at all, you can't link another teleporter to it. You have to instead select the damaged one and link it to the undamaged teleporter. 2) If you are out of energy, the teleporter shows animation, but does not glow and let units through.
Select one tele, then right click the other. If the one you right click is damaged, you either need to repair it or select this damaged one and right click the other. You need energy to link both. If the energy is negative (red), you can only link if you have stored energy from energy storage.
Is that a bug or a feature? That would explain a ton of trouble I had with teleports not linking, which I always attributed to my framerate or poor system performance in general.
Yes i believe that is a bug. Just happened to me, and the only way to fix it quickly is by link the other way around.
TBH, if they are in-progress building, I noticed one will link but the other wont. I guess that is because it is "damaged" (not full health). What I usually do, is just link BOTH. So click click, click click, for insurance.

Its absolutely not working most of the games i played today (spam-linking obviously dont work, i tried that in panic). Placing and linking a teleporter should work without any flaws whatsoever. Today it happened 5 or more times that my teleporter couldn't connect. This bug is really annoying and using the other end of the teleporter to link it up sometimes also doesn't work. This bug is simply unacceptable for any type of multi planet game and i strongly suggest giving a bit more priority to this.
This bug almost cost me a keyboard and im not playing any multiplanet system anymore thats for sure. EDIT: yes this bug made me rage hard
