So, I just beat Galactic War with the Artillery Commander -- has no starting factories, but at least he's got artillery. What's my reward? BACON Commander. No starting factories AND no artillery. Good luck picking up a basic factory from exploration. I rolled "Complete Orbital Tech" and 2 Sub Commanders who can't do anything but stand there because they have nothing to do. I managed to lucky win the first match comm rushing, but the second was lost because I couldn't find their base. Could you at least give BACON Commander a Radar?!
