I used to be able to play as long as I avoided any text-input fields. However, now (at least the last two builds) I can't play at all. It pops up the beta agreement accept/decline dialog on launch, and I can't do anything. I end up having to do alt-f4 to kill it. I'm currently on nvidia 335.23 GeForce GTX 480. I don't know specifically which version this problem moved from text-input only, to everything, as I haven't played in a while, but it started with or before 64498. DxDiag.txt would be useful, but can you try to run game without Steam overlay? Right click the game in your Library -> Select Properties -> On the General tab, uncheck the box next to Enable Steam Community In-Game You can as well try to run game using standalone launcher: https://store.uberent.com/download/pa
If non-Steam version won't work there is two more things you can try: 1 - Rename/remove this directory (keep in mind it's store all game settings include hotkeys): C:\Users\YOUR_WINDOWS_USERNAME\AppData\Local\Uber Entertainment\Planetary Annihilation\ 2 - Create shortcut for PA.exe, then add "--software-ui" flag to it (random how-to) and try to run game this way.
Standalone version seems to work, except there are a lot of 3 second or so pauses during which the game is still progressing and sound still plays but the graphics are frozen. (this also happened in previous builds).

I checked your system information and only one possible problem I see it's two monitors connected. Long time ago back in Alpha there was serious performance loss/freezes on some configurations with Nvidia graphics cards and two+ monitors connected. It's little chance that it's still cause problem, but you might test this: Disconnect one monitor Reboot PC Try to run game again. Most likely it's not what cause the problem, but it's only idea I have at moment.
