When I join up as a spectator, it loads into the game that is being played but shows nothing but the player list (top left) and empty planets. Am I broken?
I've gotten something similar, except I can see the rendered planet as well, just no units or structures at all.

First, you won't see anything until players land. I don't know how quickly you're giving up. Second, I've seen something like this where you couldn't see any commanders, so again you'd have to wait longer to see stuff. They eventually show up. Third, there is no third.
Well i've had an issue where absolutely nothing shows up while spectating, the game is halfway through and you don't see any units or structures, the world is just empty.
Third, there is a third. If you are joining a game that is already in progress, spectate doesn't work properly. It's in the link one post above your post.

I am presuming (perhaps wrongly) that "empty planet" means "fully rendered but with no units on it", in which case it is this bug.
