How do I edit the number of Halleys needed to move a moon now? I had a system that worked fine and now when I attach halleys I can not move the moon after update? mass was set on 200 worked in other versions.

You have to open the change the number of Engines in the System Editor, then open the Planet. Once you do that, it will save the number of engines required when you close your planet.

The number of halleys is as follows:
Up to a planet radius of 249 = 3 halleys
    from 250 to 349 = 25 halleys
    from 350 upwards = you can't move.

Edit: Okay so they changed the halleys in the last update (just found it) and now added a number for each planet so my previous comment is now useless, oops!
