If the Uber Cannon is fully loaded, then it'll shoot before the Commander turns, resulting in a curveball and/or the shot going into the wrong direction. With the right angle you can even make the shot fly in circles - at the end of the video you see a 360 shot, but I've also managed to do some 720 shots. With careful aiming a slight curve could be used to shoot about 20% further than normally, though it would be hard to do right in the middle of a game.
It's actually pretty effective, I've had some armies devastated by the ol' uber360noscope. Damn those comms with their MLG pro skillz!
It's somewhat dysfunctional as a normal point and click type attack as it requires you to micro your commander into facing the right direction before firing. On the other hand the weird tricks you can pull are pretty awesome. It's kind of stupid but I still kind of like it anyway. I can't tell if it's a feature or a bug. Seems like it must have been noticed right away, maybe making it work as intended just isn't at the top of the to-do list.
