It's tricky because PA isn't just a Steam Game, it uses Steam primarily as a distribution platform from what we've seen so far. Uber seems content to handle on the online/multiplayer stuff themselves so far. Mike
I think Uber can and should handle their own mod manager. Hooking into steam workshop may require more integration of steamworks which would go against the DRM-free nature of the game. I'm not sure about how the workshop hooks into games though.
imo there needs to be a "mod-Vault" of some sort ... uber server, where basicly everybody can post a mod/map/unit(s) which then gets reviewed by higher ranking players (like known people of these forums) or by UBERnauts (i call the devs this...) and approved ... and then everybody else can use that to his/her likings... just my idea
Speaking from experience with the Elder Scrolls: Skyrim, hooking mods into the steam workshop is a bad idea, because there were some mods that couldn't be hosted on the workshop because of the way they modded the game. And the Steam workshop updates broke other mods. Etc. Generally speaking, the community sites were actually better. Personally, I would prefer that Uber handled it themselves.
